The Terrace Minor Hockey Handbook is provided for Parents and Players as a source of information about Terrace Minor Hockey’s Bylaws, Association Organization and Policies.
The executive has the right to make a motion for changes to policies and rules from time to time. This hand book is superseded by any changes made and approved by the current executive.

This is a small quick reference book for the parents of TMHA with all the updated polices and procedures that your current executive feels are of HIGH IMPORTANCE and have been working on and changing over the past 2 seasons.
There is a TMHA 127 page Policy and Procedure manual that is in the need of being updated with some policies dating back to the 70’s!
This needs a huge amount of volunteer hours to go through the last 20 years of meeting/minutes to update. If any person has time to commit to this please bring your name forward to a current executive member.
Terrace Minor Hockey Vision Statement
Your Executive will strive to provide effective administration of Terrace Minor Hockey based upon a solid foundation of Bylaws and Policies, and an emphasis upon communication amongst our members. We will promote effective skills development programs. We will ensure that our House League program is recognized as our foundation and that the House League provides all players an opportunity to develop their skills and have fun. We will assist our Rep Teams to be competitive, to be fairly represented in Association decisions, and ensure that Rep Teams represent the philosophy of Terrace Minor Hockey.
Terrace Minor Hockey will provide the best opportunities possible to minor hockey players to compete in their own age group in an organization designed to teach all players the fundamentals of hockey, so that they can play to the best of their abilities. Our coaching will develop individual and team skills. All players, coaches, officials, Minor Hockey Executive and parents will emphasize that hockey provides players a team game to compete for fun and to achieve good sportsmanship and character development.
The backbone of Terrace Minor Hockey is our core of volunteers, and those that devote their time to developing our children. The Association will give these volunteers our strong support in all their endeavors, and in return we expect that our players, and volunteers will adhere to the Constitution, Bylaws and Policies of the Association, British Columbia Amateur Hockey and the Canadian Hockey Association.

Rep. Teams are made in the Pee Wee, Bantam & Midget Divisions.
A Rep player does not play in the house division once on a Rep Team, unless they are an affiliate.
If you have concerns....
If you have a concern related to Terrace Minor Hockey…. All parents are encouraged to attend the scheduled General Meetings, and bring their issues for discussion. There are two general parents meeting held each season; one in the fall and one in January. Watch for those times advertised. At other times, your concerns should be directed to the appropriate volunteers able to reach a resolution. The key individuals to communicate with are:
· Your child’s Coach; remember he or she is a volunteer!
· Your Division Head.
If further action is needed, address the issue to the appropriate Vice President. The President will only become directly involved if all others have been unable to resolve the issue
Any concerns/complaints that are submitted to the Executive must be SIGNED by the person and are taken seriously & privately by your executive. Emails are not a good way of a communication for complaints as they can be sent to the wrong person outside of the executive and are key in breaking confidentiality for what are usually sensitive issues.
24 Hour Rule:
If you have an issue regarding an incident, It is with due respect that we ask all parents/guardians to use the 24 hour rule before attempting to engage in conversation with the coaching staff or Volunteer. This allotted time frame allows all parties involved to gather their thoughts and not turn a potential disagreement into something other than a differing point of view and lets cooler heads prevail.
Registration and wait list policies
Terrace Minor Hockey must address the numbers of youth wanting to play hockey, and how these players can be accommodated. Due to the limited ice time available to Terrace Minor Hockey, the Executive each year reviews the registrations and makes decisions concerning the number of teams in each Division, and the size of teams.
If needed the registration in each Division is then capped, and players registering later than June 31st are placed on waiting lists. The Executive reviews the waiting lists, and makes every attempt to provide space for these players. Unfortunately, in the past seasons, some players could not be accommodated.
Registration Procedure
The residence of a player’s parent/legal guardian shall be used to determine the Minor Hockey Association that the player registers in.
A residential waiver may only be issued by a member Minor Hockey Association to an adjacent association in accordance to BC hockey residential waiver policy. A residential waiver may only be granted under one of the following circumstances:
i) There is no Tier 1, 2, 3 or 4 team in the player’s residential Minor Hockey Association.
ii) There is no recreational team or the player is on a wait-list within the player’s residential Minor Hockey Association
iii) The player is female and there is no female team in the player’s residential Minor Hockey Association.

This is the future! We are forever creating paper that costs lots of money and sits in the corner
unused. TMHA online registration & Web site eliminates the need for our organization to absorb printing, mailing and administration costs. It also omits endless hours of volunteer work!
Starting in April or May a newsletter will go out to all previous registered players for on line early registration information and deadlines. The early registration rate will be stated for those registering their child prior to the deadline stated by the board. After the deadline date the registration rate will increase by $50.00 per child. If you are requiring additional funding by any outside source such as "Kidsport or JumpStart" you must do so well in advance of the deadline, as this can take up to three weeks for approval. TMH must recieve FULL payent by the deadline date.

ALL NEW & TRANSFERRING players that register after the early deadline of June 30th will receive the early registration rate.
Any 4-year-old players wishing to register will be placed on the Initiation “Tim Bit” waiting list. They will be notified and may be registered if space is available in that division.
Players moving to Terrace from another Association during the season will be accepted for registration, if space is available.
Late Payment of Registration Fees
Player registration fees are expected to be paid in full. No players with unpaid fees will be allowed on the ice after September 7th, unless they have made prior arrangements with the TREASURER to schedule their payment.
Abuse and Harassment Policy
Why do we have this policy?
· The Canadian Hockey Association, BC Amateur Hockey Association and Terrace Minor Hockey have adopted principles and practices regarding harassment and abuse in minor hockey. The guiding concern behind these principles is the protection of our athletes from all forms of harassment and abuse and to protect the integrity of our volunteers.
Definition of harassment:
· Harassment is defined as any behavior including comments, conduct, gestures, written documents or electronic/social media which are insulting, hurtful, humiliating, malicious, degrading or offensive to an individual or which creates an uncomfortable environment. Most often, harassment occurs form peer group to peer group; usually player to player but it can also occur from parent to volunteer, coach to official or adult to adult.
Examples of harassment include:
· Verbal abuse, physical assault, racial slurs, unwelcome taunting, Sexual jokes, Racist graffiti, religious comments, physical or verbal intimidation and threats.
Hazing or initiation rites, obscene gestures, practical jokes and vandalism.
Definition of abuse
· Abuse is any form of physical, emotional and/or sexual mistreatment or lack of care, which causes physical or emotional damage to a child. A common characteristic of all forms of abuse against children and youth is an abuse of power or authority and/or a breach of trust
· Harassment and abuse include wide range of behaviors and actions; from those that are minor (e.g. inappropriate jokes) to those that are very serious (e.g. repeated harassing actions or any form of physical or sexual assault). Clearly, minor and major instances of harassment must be dealt with differently.
How to handle complaints
· Minor complaints should be dealt with quickly and with common sense. The person in authority must make it clear that the behavior is unacceptable and must deal with it promptly and informally. Guidance for handling any minor complaint or incident may be obtained from the RISK MANAGER.
· More serious complaints need to be handled strictly according to BCAHA guidelines and provincial child protection laws. Copies of the guidelines are available from the BCAHA or your local executive. It is important that the association respond in a sensitive and timely manner to all major allegations. Provincial child protection legislation is very clear that anyone who is suspicious or has reasonable grounds to suspect that a child may be suffering or may have suffered from emotional, physical abuse or neglect and/or sexual abuse has a mandatory duty to report the abuse or neglect to the local Child Protection Agency.
Who makes the report?
· The person who hears the disclosure or suspects the abuse must make the report. TMHA will support its members in fulfilling their obligations under this requirement. It is critical that the people reporting the disclosure or who suspects the abuse do not attempt to interview the child or to "solve" the problem themselves.
· Reluctance to report due to a concern about making a false allegation of abuse or neglect is certainly warranted. People’s lives, careers or reputations can be irreversibly affected by false accusations of abuse. At the same time, many children have continued to suffer because their disclosures have not been believed or have not produced enough evidence to substantiate their experiences. The safety of both the affected youth and other youth that the association serves must be the primary concern.
What steps does TMHA take?
· Criminal record checks for all volunteers within the association are an integral part of preventing abuse. TMHA will require these checks to be completed on a regular basis. Based on BCAHA guidelines, the frequency of these checks will be determined by the executive. The association will pay any costs incurred to complete these checks as a result of this policy if there are any. The RISK MANAGER is responsible for reviewing and retaining the completed criminal record searches. If there are any potential problems noted, the RISK MANAGER may discuss a particular search only with the RCMP, the affected Vice-President and/or the affected applicant. Every attempt to ensure the confidentiality of all applicants must be taken.
· TMHA supports the ongoing training and education of its volunteers. The “RESPECT IN SPORT” course (which replaces “Speak Out”) is offered to all associations by BC Hockey. It is currently mandated that all coaches take this on line 3-hour course to be allowed on the ice with the players. The course provides a clear and logical policy and procedure for handling cases of both abuse and harassment. All active coaches must finish the Respect in Sport by Dec.1st of the given season. This is a ONE time only course with no expiration.
Risk Management Guidelines
Terrace Minor Hockey will ensure that an active and appropriate Risk Management Program will be implemented for all minor hockey activities. The Association’s Risk Manager will be a Director, and will assess and recommend risk management procedures so as minimize the risk of injury to our players, officials and volunteers during on-ice and off-ice Minor hockey activities.
Basic Risk Management All players will be registered before participating in on-ice activities to ensure injury and liability insurance coverage.
Division Heads, coaches and parents will ensure that all players will play with the required equipment, properly fitted, and in safe condition. Players with improper fitting equipment will not be allowed on the ice.
Injury Management
· All coaches and Assistants must wear a helmet while on ice with the players. (Sept – 2008)
· All Rep Teams will have a hockey trainer certified in the Hockey Trainers Safety Program. It is recommended that each House Division Head, or a designate, be certified in the Hockey Trainers Safety Program. This rule may be modified by either the BCAHA or the CHA from year to year.
· All Rep Teams will maintain medical information for each player, including their Care Card number, their Family Doctor’s name and phone number, a family emergency contact, and relevant medical history. Team officials will ensure that players with special medical conditions are monitored accordingly.
· Good injury prevention requires that all players complete pre-ice stretching before play.
· Injured players returning after a serious injury will only be allowed to play with a Doctor’s consent, and may be requested to provide written confirmation by the Coach or Division Head.
· For 1st year Pee Wee players, a clinic will provide body-checking instruction to players with an off ice & on ice component. This is a MANDATORY clinic.
· First Aid Kits will be provided to each Rep Team and House Team as well as maintained in the Arena. The Equipment Manager will be responsible for re-supplying first aid supplies.
Criminal Record Checks
In accordance with BCAHA Harassment and Sexual Abuse Policies, Terrace Minor Hockey requires all Volunteers, Coaches, Managers, Refs & Executive members over the age of 18 to agree to a criminal record check by the RCMP. All adult participants will complete a Criminal Record Search Authorization Form in order that they may be considered as a candidate for membership in Terrace Minor Hockey. TMH has the right to remove a volunteer from their position if they have not completed their criminal record check by Dec. 31st. (October – 2008 Motion) If there are any, the RCMP processing fees for these checks are paid by Terrace Minor Hockey. The completed record checks are kept strictly confidential, and are reviewed only by the RISK MANAGER, or if an issue arises, then only with the appropriate Vice President. The frequency of the criminal record check procedure will be determined by the Executive, and in accordance with BCAHA Policies.
THE CURRENT TERRACE MINOR HOCKEY EXECUTIVE ACKNOWLEDGES THAT THE TMHA CONSTITUTION AND BI-LAWS ARE OLD AND NEED REVISIONS. HOWEVER THEY ARE LEGAL DOCUMENTS AND AS STATED IN THE CONSTITUTION THEY CAN NOT BE CHANGED UNLESS a Special Resolution to amend and/or alter the Constitution and/or Bylaws of Terrace Minor Hockey Association is made at an Annual General Meeting. WITH THIS The Constitution and Bylaws of the Association shall not be altered except by Special Resolution passed by 75% of the members entitled to vote as are present in person at an Annual General Meeting.

BUS OPERATIONS
The Bus Coordinator is responsible for the booking, maintenance and operation of the two Terrace Minor Hockey buses. He will recommend to the Executive any major expenditure on the buses. The Bus Coordinator will schedule use of the bus based upon who requested first and the distance to be traveled. Rep Team travel will be given priority due to the amount of travel required. In the event of competing requests, the Bus Coordinator’s decision will be final.
The Bus Coordinator will ensure that drivers have submitted a Driver’s Abstract, and that only qualified and acceptable drivers operate the bus. The Driver will maintain a Driver’s Log for each trip the bus is operated.
Teams using the bus will ensure that:
· the bus is returned clean and re-fueled at the Team’s expense;
· any damage caused by the Team is their responsibility;
· drivers will conduct pre-trip and post-trip inspections, and will maintain the Bus Maintenance Log for any needed repairs.
· major repairs will be reported to the Bus Coordinator who will determine what is required.
· safe use of the Bus is the Team’s responsibility; continued use is a privilege that can be revoked.
Loan or rental of the Bus:
Requests to rent the bus must be in writing and addressed to the Bus Coordinator for decision. Terrace Minor Hockey reserves the right to charge a rental fee for use of either bus.
Rep Team Selection:
Over the past 30 years the TMAH Policy & Procedure manual has never had a Rep Tryout/Team Selection policy. Under BC Hockey & Hockey Canada each Hockey association is allowed to implement their own program and tryouts for rep teams. Teams in the past were solely picked by the Rep Team Coach’s choice.
The current TMHA executive feels there must be an impartial selection of players and has been working hard over the past three seasons to implement a Hockey Canada Rep Team selection process that uses a fair evaluation system. TMHA has been in the process of developing/implementing a policy and is open to volunteers and suggestions. We are working on implementing the Hockey Canada Player evaluation and selection process for rep teams that’s realistic for our association’s size and resources. (volunteers)
Rep Team Fund-Raising
Rep Teams must travel extensively during the season, and to manage their expenditures, must maintain their own Bank Account. One of the signing officers on the Rep Bank Account must be the 2nd Vice President currently on the executive.
Each month and at the season-end, each Rep Team will submit a financial statement to the 2nd Vice President, which details revenues from team fund-raising, TMH Tournament Fee reimbursement and Team expenditures. All outstanding invoices are the team’s responsibility to pay. The Rep Team Manager is responsible to budget the team’s expenses, plan fund-raising events, manage expenditures, make applications for TMH Tournament Fees, and submit monthly and year-end financial statements. All Rep Team fund-raising events will be scheduled, and individually approved and submitted for sanctioning through BC Hockey by the 2nd Vice President
The Team will retain a minimum $1000 in the Team Account to start the team’s next season. All remaining funds are to be returned to Terrace Minor Hockey at their year by April 30th.
To date, only Rep Teams are allowed to fundraise before December 31st, as the funds needed to run these teams are substantial. Travel & Specialty teams are allowed to fundraise after December 31st, unless a special arrangement has been made with the current executive. Any unauthorized fundraising will result in reprimands.
House Team Selection:
House League Balanced Teams
Players are evaluated and ranked from 1 to 5 (5 being the strongest). Teams of players are then drafted based on the player evaluations by the division head, 1st Vice, and Head coaches of that division only.
All players will be divides into appropriate number of teams, with equal amount of skill levels on each team.
Example;

Head coaches for each team get the team their child is on, except if a team has no coach on it, then players will be moved fairly.
Assistant coaches stay where their child is. Assistants should be spread evenly thus creating some player movement but NO player movement should be made to accommodate assistant coach’s wishes.
Only with a valid WRITTEN request to the division head or 1st vice will players be moved to specific teams (Group will decide on validity of request)
Goalies will be added to the teams after the teams are picked and based on the Goalie Placement Policy if needed.
A draw is then held for jersey selection and tournaments.
This system puts high priority on the quality of the evaluations that are completed and not the responsibility on the coach to select the team.
Travel
The Coach or Manager will ensure that all out-of-town travel arrangements are adequately planned, and follow good risk management procedures.
· The Coach and Manager and Driver will evaluate weather and road conditions, and they will make the decision to travel in inclement weather conditions.
· Midget-aged players are not allowed to drive out-of-town on Minor Hockey activities.
Goaltender Assistance Policy
August 7 – 2008 Terrace Minor Hockey will provide goaltender’s equipment in all Divisions below the Bantam Division including, pads, upper body protector, blocker, catcher and sticks if needed. All other equipment such as pants, helmets and skates etc. are the player’s responsibility. All Terrace Minor Hockey goalie gear must be returned to the Equipment Manager at the year end and is intended to be shared among players.
In Bantam and higher Divisions, the Goaltender’s will supply their own equipment. The Association will provide financial support to Bantam and older goaltenders to offset their significant cost of purchasing and replacing this equipment.
As long as goaltenders are registered and play for Terrace Minor Hockey they will get their registration reimbursed in January (minus BC Hockey Player’s Insurance). If there is more than 1 goalie per team it will be divided among them based on the percentage of time played. The Division Head and 1st Vice will discuss and get information to treasurer for reimbursement in January. The player is free to use these funds, as they require, although this assistance is intended for goaltender equipment replacement as needed.
Goaltender House Division Cap October 3 - 2009
THMA house teams will be given up to two goalies each. The goalies can either split or alternate games. If the goalies decide to alternate games the other goalie may choose to play out.
After the Rep Teams have chosen their goalies the house teams will be chosen as follows:
If there are more than 2 goalies per team in one division wanting to play we will give the goalies a chose of moving up or down a division if there is room for them or playing out. If they chose not to use this system it will go by “age preference”. Bantam & down divisions, preference will be given to the second year goalies. Midget goalie preference will be given to the 3rd year goalies first, then second years and first years to follow.
Travel Assistance Guidelines:
Rep Teams
September 8 – 2010
The three Rep Teams fundraise and manage their own expenditures. Terrace Minor Hockey will pay for a maximum of 3 Tournament Entry Fee reimbursements for each Rep Team.
TMH will not pay any Travel Assistance.
Provincial Travel Assistance may be looked at after Zone play downs if a team qualifies to go and TMHA has monies to support this.
Any additional expenses will not be claimed. Teams are encouraged to pay for Coach, Assistant Coaches and Manager’s expenses, subject to the availability of the Team’s funds. If parents drive, the Team may choose reimburse fuel expenses. When Teams use the Bus, the Team will pay fuel costs from their Account.
House Teams Oct 1 -2009
Since each House Team travels only occasionally; a Team Bank Account is not allowed. TMHA will pay for ONE out of town tournament Entry Fee and supply ONE in town tournament if ice is available for House Divisions. TMH will not provide any Travel Assistance to House Teams.
Girls Development Program October - 2008
TMHA will pay for ONE out of town Tournament Entry Fee for each of the 2 divisions in Girls Development Hockey.
Travel Teams Oct 1 – 2009
TMHA will pay for ONE Tournament Entry Fee for Pee Wee Travel, Bantam Travel & Midget Travel with no Travel Allowance paid. Travel Teams are what we used to refer to as “ B TEAMS.”
Tournament Entry Fee Expense Forms
Tournament reimbursement fees that are allotted through the travel reimbursement policies will only be provided when a form is submitted through the 2nd Vice President for Rep Teams and Division Heads for House Teams.
Tournament Rules and Guidelines
February 17, 1999
Terrace Minor Hockey will host annual Tournaments in the Tim Bit (Initiation), Novice, Atom, Peewee House, Bantam and Midget (if enough interest) Divisions. These Tournaments will be scheduled in September and booked as Special Events with the City through the Ice Coordinator.
If any specialty teams would like to request to hold a tournament in Terrace, they must make a formal request to the ice co-ordinator to look for available ice. User ice is distributed in October and JANUARY so the ice –cordinater must receive the request in ample time BEFORE his ice request is submitted. See below tournament fees for specialty teams and monies provided to run a tournament.
Tournament Fees January 21 – 2010
TMHA will charge a fee of $600.00 for all House Tournament teams to attend.
All other specialty tournaments will charge $750.00 and will not receive any other monies from TMHA to run the tournament other than the ice cost covered and refs pay.
Each Division will appoint a Tournament Chair and a Committee a minimum of 6 weeks prior to the Tournament date to organize their Tournament. The TMH Tournament Director will provide procedures for the Committee and act as an advisor, but should not become directly involved in Tournament Organization.
Tournament Sanctions
The TMH Tournament Chair will ensure that Tournament Sanctions applications are made to BCAHA 6 weeks prior to the Tournament date. In accordance with BCAHA Policies, Tournament Sanctions applied for less than 30 days prior to the Tournament will be refused, and the Tournament will not be allowed to proceed. In addition, Terrace Minor Hockey would be liable for a penalty assessment from BCAHA. The Tournament Sanction must be posted in a conspicuous location in the Arena.
Lower Division Teams Participating
An All Star Team from a lower Division, such as from the Atom Development Program, is permitted to play in a Tournament. In all House Tournaments, each Terrace Minor Hockey team in the Division will be included, and invitations to neighboring Associations will be made as equitably as possible. If the required number of teams are not committed within 2 weeks of the Tournament, a lower Division team can be included. Also, if a team cannot attend at the last moment, a lower Division team may participate.
Out-of-Town Tournaments
The House Division Head will send our House Teams to as many out-of-town tournaments as possible and will schedule each team so that all teams travel equally. Terrace Minor Hockey will pay for Tournament Fees in accordance with the Travel Assistance Policy, any extra tournament fees or travel cost will be up to the players travelling to pay.
Tournament Schedules
The TMH Ice Coordinator will schedule the available ice times, and assist the Committee with game scheduling. The Ice Coordinator must be notified of any ice time not required so that other Divisions may make use of the time. A Tournament Schedule must be provided to the City to allow ice flood schedules.
Game Officials
The Referee Assignor will assign on-ice officials in conjunction with the Referee-in-Chief or senior officials; according to the Tournament Schedule the Referee Assignor will provide a list of Referees and Linesman to the BCHA District Referees Committee Member for his approval at least 2 weeks prior to the Tournament. Any last minute game schedule changes must communicated to the Referee Assignor.
Tournament Budget and Fund Raising
Tournament fees for visiting teams are set annually be the Executive, and are used to offset the cost of ice rental and referees.
Each Tournament Committee must prepare a budget for their Tournament. Terrace Minor Hockey will provide financial support for each Tournament, calculated at $10.00 per player. This will allow for a trophy and lunch for participating players. Tournament expenses over this amount must be raised by the Tournament Committee. Any extraordinary tournament fund-raising activities proposed by the Committee must be approved by the Executive to avoid conflict with other TMH fund-raising activities.
All bills from the Tournament must be collected by the Tournament Chair and submitted to the TMH Treasurer for payment, along with a Tournament Financial Statement within 7 days of the end of the Tournament.
Rules Committee
The Tournament Rules Committee will consist of the Tournament Chair, the TMH Referee-in-Chief, or delegate, and an experienced impartial member of the Association. A Coach or other team official participating in the Tournament should not be a member of the Rules Committee.
The Rules Committee will prepare Tournament Rules for inclusion in the Tournament Program, and to be posted in the Arena. These will be standardized by the Skeena Valley League annually, but can be modified with the agreement of the TMH Executive. The Rules Committee is responsible for hearing complaints, for administering discipline in accordance with the Tournament Rules, and to resolve protests. The only protests that the Rules Committee can address are those dealing with Tournament organization and Tournament Rules, or decisions or conduct of an off-ice Official. In accordance with CHA Rules, a referee’s call cannot be subject to protest.
The Rules Committee will ensure that all players participating in the Tournament are eligible. Tournaments are sanctioned as a Recreational Tournament, as a CHA Carded Tournament, or as a Jamboree. CHA carded players may not participate in a Tournament on a House (non-carded) team. House players may not participate on a Rep Team. Over-age players may play on a House Team, if approved in advance by the Tournament Chair, and if their play does not incur unacceptable risk management. Over-age players may not play on a Rep Team in a Tournament. All players must be registered with the Association sending the participating team.
Discipline Reviews
Terrace Minor Hockey expects all TMH teams, players and team officials to play with discipline, and to control their conduct on-ice and off-ice. The Discipline Committee meets to review any abuse of officials, any Bylaw and Rules infractions, to review Match and Misconduct penalties, and to review any incidents of a serious nature reported to the Executive, and referred to the Discipline Committee.

Three Penalty Rule March 15 -2000
Terrace Minor Hockey will implement a 3 penalty per game rule in the Novice, Atom, Peewee, Bantam and Midget house divisions effective the beginning of the 2001 season. The purposes of this rule change are:
- To improve the qualities of play and focus on fun and enjoyment for all participants
- To reduce the pressure on the coaches with regard to disciplining individual players
- To eliminate "goon" behavior and poor sportsmanship
- To reduce the chances of injury through direct action or retaliation from such behavior
The rule will work as follows:
-In the event of a player receiving any three penalties in a game, the third penalty call would trigger an automatic game ejection. A 2 or 3 minute minor, a double minor, a 5-minute major or a 10-minute misconduct are classified as ONE penalty each for the purpose of this rule
-The player receiving the game ejection will not serve the penalty but would go directly to the dressing room
-A player on the ice at the time of the infraction would have to serve the third penalty
-The player serving the penalty would not have this counted as a penalty against him
-It is the time keepers and referees’ responsibility to monitor the number of penalties a player receives in a game. However, if the coach is aware of a third penalty called, they are also responsible for bringing this to the referee’s attention.
- A player receiving a game ejection with less than 10 minutes remaining in that game would not receive an additional game misconduct. Coaches are expected to discipline any player who, in their opinion, purposely incurred a penalty or penalties in order to receive a game ejection
-The ejected player is not allowed to return to the player’s bench area or verbally engage any of the game officials in an unsportsmanlike manner.
-It is the responsibility of the division head(s) to track game ejections incurred under this rule
-If a player receives more than 3 game ejections in a half season, his record would be forwarded by the division head to the discipline committee for review and possible further action. . A half season is defined as follows:
- 1st half is from the beginning of the season to December 25th
- 2nd half is from Dec 26th to the end of the season (including playoffs)
In mid December of the upcoming season, the executive committee will assess the effectiveness of this rule. A final decision on changes or permanent implementation will be made at that time
Acceptable Conduct Guidelines
All players, coaches and officials are reminded that they are to represent the City of Terrace and Terrace Minor Hockey with the highest standards of behavior at all times. This applies to games at home or when traveling. Certain standards of behavior are always expected.
Dress Code
- It is the responsibility of the Coach and Team management to set the dress standard for each team at the beginning of each season. Dress shirt, tie and clean pants are appropriate dress standards for any Rep or "travel" team representing TMHA.
Discipline
- Any player caught violating team or association rules while on the road may be subject to disciplinary procedures. These consequences may include loss of playing privileges, suspension or as an absolute last resort, being sent home at the parent’s expense. No coach will send an unsupervised minor home from a road trip unless the following steps are taken:
1. The coach will call the players’ parent(s) and discuss the situation with them. If the parent and coach deem it appropriate, the player will be sent home via the most direct means at the parents’ expense.
2. If the parents cannot be reached, the player will be accommodated at the discretion of the coach or manager. Any extra expenses incurred in doing this will be the responsibility of the parents or the player.
3. The 2nd Vice president or President will be advised immediately of the situation. The coaching staff will submit a written report for submission to the discipline committee upon the teams’ return home.
Practices
- Practices are extremely important to all players. Players should not miss practices without the prior consent of the coaching staff. Playing privileges may be revoked for unjustified absences form practice. It is the player’s responsibility to contact the coaches prior to missing any practice. Habitual absence can result in a rep player being reassigned to the house division.
Conflicts
- Players are reminded that they have made a commitment to the hockey team. Any conflicts with other sports or activities should be planned and discussed with the coaching staff as far in advance as possible to prevent misunderstandings.
General
- Coaches are reminded that the highest standards must be maintained at all times. 100% care and control must be exercised over your players and coaching staff at all times. Leaving players either poorly supervised or unsupervised is a violation of the coaching code of conduct and may be referred to the discipline committee for review.
Representing Terrace and Terrace Minor Hockey is a privilege that must not be taken lightly. Proper behavior and attitude are essential at all times. Failure to follow these or other guidelines may result in disciplinary actions being taken against the offending person, persons or the entire team up to and including a loss of playing or traveling privileges.
Player Movement Procedures September - 2008
- A parent can make a request to move their child to a higher OR lower division by writing with reasons to the 1st Vice President.
- Moving a player to a different division has many repercussions on the league and is not taken lightly by TMHA.
- The Head Coach, coaches and 1st Vice with the agreement of the parents, may initiate a review of the player’s skills.
- The player will then be evaluated on his/her skills in their age appropriate division and the division that they have requested to move to.
- Evaluations will be done by impartial parties appointed by the 1st vice.
- A decision will then be based on by the Evaluators.
- In the event of a disagreement the 1st Vice President will conduct a review, and after discussion with the evaluators, previous player’s coaches & division heads will make a decision.
- That decision can be appealed in accordance with the TMH Appeal Procedure.
A player moved to a higher Division will play on a House Team in that Division and will not be eligible for the Rep Team in that Division as they will not be of age.
A Rep Player may play as an affiliate player on the next higher Rep Team, as provided in CHA Bylaws. A Rep Player who voluntarily quits or resigns from a Rep Team must play in the House Division of the next higher age group and is ineligible to play on the Rep team in the higher division.
Rep Team Coaches may re-assign players to the House Division with the agreement of the Division Head. Coaches will not recruit House players to move to the Rep Team, unless they have the prior agreement of the Division Head. Players may be brought out to Rep evaluations or practice with the Division Head’s approval.
All players playing on a Rep Team in League or Tournament Games must be registered with CHA, and when they are re-assigned to the House Division, must be released.
